The word "colonias" generally doesn't mean much more than its English equivalent, neighborhoods, unless conditions astoundingly unthinkable in most of America are also understood. Where children play, there are toxic chemicals. These are places where there is no zoning, and no political pressure to bring government power to bear - even on the US side of the border. Just poverty.
