In Cap-Haitien, there was no government. The mayor was in hiding after his house was burned and looted by rebels. Government workers were afraid to return to their jobs for fear of being kidnapped. Many members of the political party headed by Aristide (Fanmi Lavalas) are in hiding, in prison - or have been murdered.
