We know how important early childhood education is and we have Head Start programs but even those are often underfunded. Making sure poor children have something to eat once they reach school is a recent innovation.

Low cost day care allows poor parents to work instead of being perpetually on welfare yet this is also a new and underfunded program.

If we look at our societies in this light of universal caring then we can change what needs to be made better and keep what works for the benefit of all.
